Soccer/Football competitions will be sanctioned
by the Fédération
de soccer du Québec, member of the Canadian
Soccer Federation.

(FIFA) rules will be used, with some modifications
in accordance with
International
Gay and Lesbian Football Association (IGLFA)
regulations.
SPECIFIC COMPETITION RULES
1. FIELD
Grass turf surface, measuring approximately 105 m x 65 m
2. GAME LENGTH
Each match will have Two (2) 25-minute periods
3. GOAL DIMENSIONS
11 on 11: 7.32 m x 2.44 m
7 on 7: 2 m x 5.5 m
4. BALL
A size 5 soccer ball will be used for all categories. Balls for the competition will be supplied by the Organising Committee.
5. NUMBER OF PLAYERS
11 on 11: maximum 18 players on the team roster
7 on 7: maximum of 12 players on the team roster
If a team does not meet the minimum player requirements (i.e. due to injury or expulsion), it will lose the game by default.
6. GAME PASSPORTS
Required documents, such as the Outgames accreditation card, must be on hand at all times.
7. PLAYER SUBSTITUTION
11 on 11: player substitution is subject to FIFA rules, however, with unlimited substitution throughout the game as per IGLFA rules.
7 on 7: unlimited player substitution throughout the game and during stop-time. The player being substituted must, however, leave the field before his substitute may go on. The exchange of players must occur at the centre line before the scorekeeper. In the case of rule violation, the sanction is the same as that of the exterior rules. (Yellow card)
8. FORFEIT
A team who arrives late for a game will not play and the game will be automatically deemed forfeit. Two forfeits in the competition will signify the elimination of said team from the competition, the deletion of all said team’s results and penalties will be incurred. Games lost through forfeit will be counted in the following manner: a final score of 2 to 0. Fines will be imposed.
9. EQUIPMENT
Shorts, a coloured, numbered shirt, shin guards and either soccer or running shoes are obligatory apparel. Metal cleats are prohibited. The goaltender may wear sweat pants. If two teams have the same coloured shirt, the referee will draw for team colour. The losing team must either change their shirt or wear numbers.
10. REFEREES
Referees are designated by the ARS Concordia or its delegate. The referee is in charge of the game and all decisions are final and without contest. The referee has the right to penalize unsportsmanlike behaviour.
11. BEFORE THE GAME
Registration
Players must present themselves at least 15 minutes before the scheduled start of their game at the Officials’ Table with their completed team roster and players’ cards in hand.
Kick-off
Teams may not cause any delay.
12. OUT OF BOUNDS
Out of bounds does not pertain to the 7 on 7 games.
13. SEMI-FINAL AND FINAL GAMES
In the case of a tie game, the winner will be determined by a shoot-out, according to FIFA rules.
14. ELIGIBILTY VERIFICATION
Before the start of each game, captains and/or coaches and officials (referees and delegates) must verify the eligibility of each player in the presence of a member of the Organising Committee.
15. DISCIPLINE
Team Management
Any member or personnel of a team who is not participating in the meet and who hinders the playing of the game may be excluded from the game or the player’s bench by an official. Only two registered team attendants are authorized to be on the team bench.
Players and Teams
Players who have been suspended by either the FSQ or ARS Concordia may not participate in the tournament. A player who has been thrown out of a tournament game is automatically suspended for the next game. The case will be analysed by the Discipline Committee who will determine the specific number of games included in the suspension. The team of the suspended player must be informed of the suspension duration before their next game. Subsequent offences will result in expulsion from the tournament.
Officials
Any one who injures, causes bodily harm, spits, shoves or attempts to manhandle, engages or attempts to engage in physically violent behaviour, or physically threatens an official will answer to the Discipline Committee and his/her accreditation will be revoked.
Any person who verbally abuses an official will answer to the Discipline Committee and his/her passport will be revoked.
Any person who physically abuses a player, coach or manager will answer to the Discipline Committee.
Any person who takes part in a fight will answer to the Discipline Committee.
16. RANKING
3 points for a win
0 points for a loss
1 point for a tie
-1 for a forfeit
The schedule and ranking of the tournament is dependant upon registration in each category. In the case of a tie in ranking, the criteria as outlined below will be utilized in the following order:
- 1. score (s) of game (s) played between the teams in question
- 2. the difference between goals for and goals against in the general ranking
- 3. number of goals for in the general ranking
- 4. random draw
17. COMPLAINTS
All complaints must be lodged with the delegate at the end of the game, indicated on the game sheet and signed by the plaintiff coach. The Organising Committee will analyse the complaint and render a final and incontestable decision.
18. TEAM NAMES
Team names must be approved by the Organising Committee. Teams will be called, classified and recognized only by their names.
19. PLAYER ELIGIBILITY
A player may only play for one team during the competition.
20. SUSPENDED PLAYERS
Any player suspended by the FSQ may not participate in the competition.
21. USE OF FACILITIES
Any person who infringes upon the rules of the competition site or who damages equipment will be removed from said site and sanctions will be taken against his/her team.
22. SPECIAL RULES
Any case not covered by the present set of rules will be handled by the Organising Committee.
The 1st World Outgames endorses a healthy and fair approach to sports training and competition. Sport events in the 1st World Outgames are sanctioned by provincial, national, and in some cases, international sports governing bodies. In order to adhere to the rules of these sporting federations and to guarantee that the Outgames are run in a fair and just manner, GLISA and the Outgames have adopted the policy as set by the Canadian Centre for Ethics in Sport (CCES), and the World Anti-Doping Agency (WADA).
Consequently, all athletes competing in the 1st World Outgames must adhere to GLISA’s position on drugs in sport and may be required to undergo drug-testing. We encourage all participants to become familiar with this policy.
The objective of the 1st World Outgames in this regard is to provide an experience where all athletes are able to compete in a safe and welcoming environment, without discrimination of any kind. Our priority is to find the appropriate balance to ensure that no person, regardless of their birth gender, is disadvantaged in athletic competition and at the same time that no person participating in the Outgames experiences discrimination.
GLISA and the 1st World
Outgames have collaborated so as to develop a
policy that reflects this balance. We encourage
all participants, especially those who have identified
themselves as ‘transgender’ in the registration process, to become familiar with this policy.

To ensure dynamic competitions,
a minimum of four teams must be registered in
a division for competitions to take place within
that division. Tournament organisers reserve the
right to combine divisions if fewer than four
teams register within a division.
The tournament will be divided into two parts: preliminary and medal round.
The preliminary round is a round robin tournament consisting of pools, the number of which is dependent upon registration. Teams will compete against the other teams in their pool. The round robin tournament will start on 30 July and will finish by 2 August at the latest.
The second round is the medal round that will determine the top four teams of each category, who will then advance to the semi-final and final games. These games will be held on 3 and 4 August at the Complexe sportif Claude-Robillard.
Participants are guaranteed to play a minimum of three games in the tournament.
Referees and officials are members in good standing of the Fédération de soccer du Québec or the International Gay and Lesbian Football Association.

In partnership with the Fédération québécoise des massothérapeutes and Kinatex Sport Physio, the 1st World Outgames is pleased to offer physio and massotherapy services in the following locations:

- Viger Square (massotherapy only)
These services will also be available to volunteers and spectators at special rates.

During the accreditation, participants from Canada will be required to show government-issued identification with a photo. For athletes from all other countries, a passport will be the preferred form of identification. Furthermore, every participant will be required to provide his or her participant number.
